Factbox: Euro zone decides new measures to end debt crisis

BRUSSELS (Reuters) - Euro zone leaders bolstered their crisis-fighting arsenal on Friday by giving their bailout funds more flexibility to stabilize bond markets and to directly recapitalize banks in future.

Below are the main elements of the decisions.

INTEGRATED EURO ZONE BANK SUPERVISION

The European Central Bank will become the top banking supervisor for banks in the euro zone. The European Union's executive arm is to shortly present a proposal on how to do that and leaders are to consider it by the end of the year.

A senior euro zone official said that because 14 out of 17 euro zone central banks already had supervisory powers the euro zone-wide supervisor could be set up by early 2013.

This is the first step towards a banking union in the euro zone, which will later also incorporate a bank resolution fund and a deposit guarantee scheme.

DIRECT BANK RECAPITALISATION

Under the current rules, if a country does not have enough money to recapitalize its own banks, the government can borrow from the euro zone bailout funds for that purpose. The loans increase the debt of the sovereign.

This creates a the vicious circle of indebted sovereigns borrowing to bailout banks, whose sovereign bond holdings fall in value because the sovereign borrows to bail them out.

YouTube?s Next New Creator Program Is Meant To Bring In The LOLs

Over the past year, YouTube has been busy with outreach to its community of independent creators through its YouTube Next program. The idea is to identify the next big YouTube stars and to provide them with the resources they need to improve the quality of their content, as well as help build their audiences. So far, the YouTube Next Creator program has focused on a couple of different verticals. Most recently it sought to help out vloggers, and before that worked to find talented producers of cooking and fitness videos. With that in mind, the next vertical it’s focusing on is comedy. In a post on the YouTube blog issued this morning, Austin Lau, who works for YouTube’s Creator Programs, issued a call for creators who span all genres of comedy to apply to be a part of the YouTube Next Comic program. It’s looking to have 16 creators participate in the program, which will provide educational workshops through Google Hangouts, $5,000 worth of video equipment, and $10,000 worth of free promotion throughout the YouTube site. They’ll also get mentorship from other comedic talents, including the guys from College Humor. In addition to his request for applications, Lau also gave an update on the success of the YouTube Next Creator program. So far, the program has had 147 creators participate from 13 countries around the globe. Those creators have made more than 9,000 videos, which have received 327 million views since being a part of the program. Applications to participate in YouTube Next Comic are open now, with the final deadline to apply set for July 13. It plans to announce the 16 Next Comic participants on July 30.

Epson Email Print

Epson Email Print (free) is one more example of what may become a plethora of competing options for printing through the cloud. In fact, you might think of it as Epson's answer to HP ePrint (Free, 3 stars). Both offer similar features, and both work only with one company's printers. However, there are differences, with each doing a better job than the other with some kinds of documents. Email Print's strong point is handling graphic file formats, which could be a key advantage if you want to print photos or documents scanned in, say, JPG format. But more on that later.

Epson currently offers an even dozen printers that support Email Print including both the Editors' Choice Epson WorkForce Pro WP-4020 ($149.99 direct, 4.5 stars) and Epson WorkForce Pro WP-4540 All-in-One Printer ($399.99 direct, 4 stars) that I've recently reviewed. However, Epson also says that it expects to add the feature to most of its future network-ready models.

For this look at Email Print, I used the WorkForce 4020 for printing, but also had a previous installation of the Epson Artisan 730 ($199.99 direct, 3 stars) in my Email Print account, which let me browse through the settings and see some differences. Epson says that most of the comments here should apply to all Email Print printers, with only minor variations.

Setup
Setting up for Email Print is included as part of the standard process of installing your printer. As with HP ePrint, the main requirement is that the printer has to be connected to your network by Ethernet or WiFi, so it can communicate with the Epson Web site directly. The service won't work over a USB connection to a computer.

Once the initial setup is finished, you can send emails to the printer, but the original email address will have random characters for the user name, which means you'll probably want to change it to something easier to remember.

You may want to change other options as well. You can, for example, add a list of approved email addresses to accept print jobs from; specify what email notifications to send you (the only notification on by default is for printing errors); and add a printer description, which can be useful if you have more than one of the same model on your account. Simple check box options also let you specify whether to print the sender's information and body of the email message.

One additional option gives you a choice between printing image files on plain paper or photo paper. By default, Email Print will print everything on plain paper and let you set it for either letter or A4 size. If you add a check to the Photo Paper Printing check box, however, it will print image format files on photo paper instead, and only as 4 by 6s?or whatever the equivalent is for your geographic location. According to Epson, the photo paper size is determined by the country code stored in the printer, which varies depending on where you bought it.

Epson says the option to use plain or photo paper for image files is available for all printers. However, the choices vary depending on the printer's trays. With the WP-4020, for example, the only choice for printing with photo paper was the rear tray. The option for the Artisan 730 substituted the photo tray. For printers with only one tray, choosing the photo paper option will prevent non-image files from printing. However, Email Print will hold the files for up to 72 hours, according to Epson, and print them when you switch the setting back to plain paper.

Basics
As you might expect, Email Print has a few limitations. The most important is the relatively short list of file formats it can print, although it's a well chosen list, with Microsoft Word DOC and DOCX, Excel XLS and XLSX, PowerPoint PPT and PPTX, and PDF for business file formats plus JPG, GIF, BMP, PNG, and TIFF for image files. This is almost the same list that HP ePrint offers, but without TXT and HTML.

As with HP ePrint also, Email Print puts both upper and lower limits on file sizes, although the upper limit is substantially higher, at 10 MB instead of 5. The lower limit is for image files that will print at less than 150 pixels per inch. It also limits the number of printable attachments in a single email to a maximum of ten.

Most important, although Epson doesn't use the term convenience printing as HP does, it has similar shortcomings. More precisely, output isn't always an exact match to the way it would look if you printed directly from a computer.

How Well Does it Work?
I tested Email Print with all the same business application files we use for testing printers, which includes Word, Excel, PowerPoint, and PDF formats, plus TIF and JPG image formats. All of the pages printed without serious problems, and I didn't see any issues with Excel or PDF files, but some PowerPoint and Word files didn't match the way they printed directly from a computer.

The differences for PowerPoint were minor, with slides slightly larger than when printing directly, leaving a smaller border around the slide on the page. With Word, most pages printed correctly, with the right font style and font size, but two pages printed with different line breaks than they should have. In a multipage document, this can affect page breaks as well, adding an extra line to some paragraphs and pushing text onto the next page. This shouldn't generally be an issue, but could be a problem for heavily formatted documents.

With Email Print set to use plain paper for image files, all of the TIF and JPG files were expanded to fill the entire page, whether they were defined in Photoshop at 4 by 6 or 8 by 10. With Email Print set to print the files on photo paper, they were all resized to print at 4 by 6 and the printer automatically fed the photo paper from the rear tray, as promised. The first option is the setting of choice if you want to print, say, image files of scanned documents. The second is the obvious choice for photos.

Having this option for image files at all is a welcome touch, and more than HP ePrint offers. On the other hand, it would be even better if Epson added the ability to override the default setting with a command like Photo or Plain in the subject line or the first line of body text. Epson says it's considering doing exactly that in a future upgrade. The concern is to do it in a way that won't confuse users or lead to accidentally overriding the current setting with text that's simply part of a subject line or body text.

As with HP ePrint, Epson Connect Email works well enough to be useful. Based on my test results, HP ePrint handles text files a little more consistently?at least, it didn't change the line breaks in my tests from the way it prints them directly from a computer. That may make it your preferred choice if you print many heavily formatted text files. On the other hand, if you're more concerned with printing documents scanned into JPG format, only Epson Email Print will let you print them at full size, making it the better choice for image files, at least for the moment.

Cops hunt 'predator' who dumped girl's body in canal

WEST JORDAN, Utah -- A 6-year-old girl found dead in a canal near her home was sexually assaulted, police said Wednesday as detectives hunted a suspect.

Authorities in the Salt Lake City suburb of West Jordan said the girl was reported missing by her mother early Tuesday morning. On Wednesday, police ruled Sierra Newbold's death a homicide and said an autopsy determined she had been sexually assaulted.

"At this time no suspects have been identified and we do not have any persons of interest," Police Chief Doug Diamond said.

"There is obviously a predator out there that is a monster, that has murdered a child," Diamond told NBC station KSL. "Is this predator targeting other children? I have no idea at this point.?Our highest priority now is to identify, arrest, and successfully prosecute the person or persons responsible for this crime."

'No need to panic'
The chief said he has increased police patrols in the area and is asking parents to take precautions to protect their children.

"If during the course of this investigation an imminent threat becomes known, we will share that information with our residents immediately," he said. "I believe there's no need to panic at this time."

Diamond said the girl's parents have been cooperating in the investigation.

Speaking to KSL, Diamond?declined to provide details about the victim's condition, but added: "There was not a significant amount of trauma on the body."

Reed Newbold, the girl's grandfather, said her mother found her missing from her bedroom early Tuesday.

"We don't have any idea" how the girl disappeared or whether she was taken from the bedroom, Reed Newbold told The Associated Press. "It's a complete mystery."

The parents "are devastated by this," he said. No working telephone number could be found for the parents, and authorities had cordoned off the neighborhood with police tape and patrol cars, where pink and purple ribbons hung on trees and mailboxes.

Officers found Sierra's body in the canal about a block from her home, just 30 minutes after her mother "discovered she was not there and called us," police Sgt. Drew Sanders said.

Sanders declined to comment on any possible motive in the case. Investigators also are withholding a precise chain of events leading to the girl's disappearance.

"We haven't come to any conclusion," Sanders said. He said police have "tons of leads" and "it's paramount we find out who did this."

Police have said there were no signs of a break-in at the family's home, and they declined to release any more details about the case.

KSL's report added:

The case appears to have similarities to an unsolved Salt Lake City homicide that occurred in August 1995. Two days after going missing, the body of 6-year-old Rosie Tapia was found in a canal near her family?s Glendale-area apartment. Police ruled her death to be a murder, but leads eventually ran cold. Rosie would have turned 23 this August.

Florida consumer confidence measure falls four points in June

Gas prices are down, the job market is improving, housing has stabilized ? and yet consumer confidence among Floridians fell in June.

The University of Florida says today that its consumer confidence index dropped four points this month to 74. The measure jumped to 78 in May.

With the stock market in turmoil, federal budget cuts looming and Europe?s crisis dominating headlines, falling gas prices haven?t been enough to buoy consumer sentiment, said Chris McCarty, director of UF?s survey.

?Gas prices have continued to fall through June, but the optimism associated with that fall may have slowed,? McCarty said.

Declining personal wealth hasn?t helped, McCarty said. He pointed to a Federal Reserve analysis in early June showing that, as of 2010, household wealth had fallen back to levels of the 1990s.

DALLAS June 28, 2012 Intensive early treatment of type 2 diabetes slows down progression of the disease by preserving the body's insulin-producing capacity, a UT Southwestern study has shown.

"We can potentially change the course of this prevalent disease, which would represent a breakthrough," said Dr. Ildiko Lingvay, assistant professor of internal medicine and author of the study published online in Diabetes Care. "The intensive treatment regimen we propose is different from the stepwise approach recommended in standard guidelines."

As one of the fastest-growing diseases in the U.S., diabetes afflicts an estimated 25.8 million children and adults, or 8.3 percent of the population, according to the American Diabetes Association. A study by Population Health Management projects the number of diabetes cases to nearly double by 2025.

The UT Southwestern study was selected for presentation at the recent American Diabetes Association's Diabetes Care Symposium and will be published in the July print issue of ADA's Diabetes Care.

While intensive treatment has been the standard at UT Southwestern for at least a decade, the industry norm has been to emphasize lifestyle changes first. The American College of Physicians, for example, suggests losing weight and dieting before drug treatment. The ADA recommends similar lifestyle changes, plus the use of metformin the standard drug used to treat type 2 diabetes for those newly diagnosed.

"We believe that the stepwise approach exposes patients to long periods of high blood sugar, which leads to complications," Dr. Lingvay said. "Unless dietary changes are significant and sustained long-term, diabetes is a progressive disease in which the body's ability to produce insulin declines."

If a patient can maintain insulin production, she explained, the disease is easier to manage. The study showed intensive treatment with insulin, followed by one of two drug regimens, enabled diabetes patients to maintain steady insulin-producing beta-cell function for three and a half years after diagnosis.

"This finding was true, regardless of the method used to attain intensive control," Dr. Lingvay said. "Intensive treatments led to excellent control of blood-sugar levels, they were well-tolerated, safe, and had good compliance."

In the UT Southwestern clinical trial, participants were randomly divided into two groups. Both groups first had three months of treatment with insulin and the anti-diabetes drug metformin. After that, one group took three types of diabetes medications daily, while the other continued the insulin and metformin treatment. Out of 63 initial trial recruits, 58 completed the study and are still being tracked for six-year results.

Dr. Lingvay said the study did not show that any single regimen worked better than another; both intensive treatment regimens were just as effective.

"The point is that whatever you choose, make sure it's intensive," she said. "We have shown that this preserves beta-cell function, and that's the key in changing the course of the disease."

Other UT Southwestern researchers involved in the study were Dr. Lindsay Harrison, an endocrinology fellow; Beverley Adams-Huet, assistant professor in clinical sciences and internal medicine; and Dr. Philip Raskin, professor of internal medicine.

The research was supported by grants from the National Institutes of Health and Novo Nordisk Inc., a supplier of insulin. Novo Nordisk played no role in the study design, conduct, analysis, preparation, or final approval.
