Scientists scan damaged audio discs, resurrect fresh beats

Digitizing your analog archives? Vinyl to CD / MP3 / iPod turntables might do well enough for your old 45s, but the folks at Lawrence Berkeley National Laboratory prefer to listen to their old beats by taking pictures of them. More specifically, restoration specialists are using a system called IRENE/3D to snap high resolution images of damaged media. The cracked discs -- often made of wax on brass or composition board -- are then repaired digitally, letting researchers play the digitized discs with an emulated stylus. So far, the team has recovered a handful of 125 year old recordings from a team in Alexander Graham Bell's Volta laboratory. The all digital system gives researchers a hands-off way to recover audio from relic recordings without running the risk of damaging them in the process -- and no, they probably won't let you use it to listen to that beat up copy of the White Album you've had in your closet since eighth grade. "Game of Thrones" author posts excerpt from new book (Reuters)

LOS ANGELES (TheWrap.com) ? Fans of novelist George R. R. Martin's "A Song of Ice and Fire" fantasy series are melting. The "Game of Thrones" author just released a previously unpublished sample chapter from the upcoming sixth installment, "The Winds of Winter," on his Website.

At 6,100 words in length, the excerpt is substantial.

"The chronology, as usual, is tricky," Martin said on his LiveJournal page. "This chapter will be found eventually at the beginning of 'Winds,' but as you will be able to tell from context, it actually takes place before some of the chapters at the end of"

Martin also said another "Winds of Winter" sample chapter will be included in the paperback edition of "A Dance with Dragons," which is due in July. "A Dance With Dragons" was released in July 2011, 15 years after the first volume -- "A Game of Thrones" -- came out.

In an interview published in October, Martin said he had written 100 pages of "Winds," which will be published by Bantam Books. A release date has not been set for that book or its successor, "A Dream of Spring," which Martin plans to be the final installment in the "A Song of Ice and Fire" series.

In the meantime, Martin fans will bide their time with the second season of HBO's series adaptation "A Game of Thrones," which starts in April.

Project Management Tool Asana Unveils iPhone App for Collaboration on the Go iOS: Previously mentioned collaboration tool Asana made waves when it launched, but at the time it was missing support for mobile devices. Now, anyone with an iOS device can log in to their Asana account on the go, check in on their projects and activities, comment on tasks, and more.

When Asana launched, one of the features many people wanted was some way to access their accounts and to-dos on the go. The developers heard those pleas, and the new Asana iPhone app allows you to see your projects, upcoming to-dos, repeating tasks, and other items in the same, multi-layered view that makes the webapp popular. You can mark items as complete, comment on items, and while you can create tasks, they automatically get assigned to you, and you can change them on the web later. You can't reassign tasks in the mobile app either, but the developers note that they're working hard on the app, and right now they just wanted to give iPhone users a way to get into their accounts on the go.

Asana has updated several times since we looked at it last, so if you haven't tried it recently, it may be worth another look, specially if you have an iPhone or iPad and want to keep up with your to-dos on the go. The app is free in the iTunes App Store.

China Punishes 54 Officials Over Fatal High-Speed Rail Crash

Dec. 29 (Bloomberg) -- China punished 54 officials and ordered the railway ministry to improve management of its high- speed rail system after a government investigation found a fatal train crash was caused by mismanagement and design flaws.

Former railway minister Liu Zhijun and Zhang Shuguang, former deputy chief engineer at the ministry, are among those most responsible for the July 23 accident, according to the report issued by the State Council yesterday. Liu and Zhang were removed before the crash earlier this year over ?serious violations of laws and discipline,? it said.

Those found responsible will either be disciplined by the Communist Party or removed from their posts, according to the report, which also criticized the government?s handling of the rescue effort and cleanup. The accident raised concerns over the showcase high-speed rail network?s safety amid its rapid expansion and triggered public outrage.

?The red-hot boom days we saw before may be gone now,? said Simon Zhang, a Beijing-based senior consultant with Lloyd?s Register. The punishments are a deterrent that ?will reduce the possibility that future railway construction will be rushed to meet deadlines at the expense of safety.?

Stocks Fall

China railway stocks slumped yesterday before the report came out, after the China Daily newspaper on Dec. 24 quoted Railway Minister Sheng Guangzu as saying the ministry will reduce spending on railway construction to 400 billion yuan ($63.2 billion) next year, a cut of about 15 percent. China Railway Group fell 8.5 percent to HK$2.37, while China Railway Construction Corp. fell 5.4 percent, the most since Nov. 25.

The accident happened near the city of Wenzhou when a train rammed into a stopped locomotive, pushing four carriages off a viaduct. A lightning strike had caused signaling equipment to malfunction, according to yesterday?s statement.

The report?s findings were similar to a preliminary investigation by the Shanghai Railway Bureau released after the crash that also blamed a signaling system design flaw.

The State Council also called for safety checks on other sites, including coal mines, roads and bridges in the days after the crash.

The railway ministry and the Shanghai railway bureau released information in an untimely way and didn?t respond properly to concerns about the rescue operation, according to the statement.

Baby Found

Authorities were criticized on China?s microblog services after a 2-year-old was discovered alive in the wreckage hours after the accident and cleanup crews buried one of the trains. Microbloggers asked whether the baby?s parents and others could have been saved had the rescue effort reportedly not been called off about six hours after the accident.

The government has already reduced the speed of bullet trains, delayed new projects and fired three Shanghai rail officials following the crash. The rail ministry also recalled at least 54 high-speed trains.

China?s rail network is set to reach 120,000 kilometers (74,500 miles) under a 2.8 trillion yuan, five-year investment plan running through 2015. That includes boosting the high-speed network, which opened in 2007, to 16,000 kilometers.

Rail construction spending was estimated at 469 billion yuan in 2011 and 709 billion yuan in 2010, the China Daily said.

The high-speed train system was pushed forward by former minister Liu until he was removed during a bribery investigation in February, according to state-run Xinhua News.

Even while it administered punishment, the State Council affirmed that China was correct to push ahead with expanding high-speed rail projects.

?The high-speed railways improved people?s transportation and boosted economic development,? it said. ?The direction of development and construction of high-speed railway is correct.?

NKoreans line streets for Kim Jong Il's funeral (AP)

PYONGYANG, North Korea ? Tens of thousands of North Koreans lined snow-covered streets on Wednesday, wailing and clutching their chests as a black hearse carried late leader Kim Jong Il's body through the capital for a final farewell that ended with a 21-gun salute.

The funeral procession on a gray, freezing day was accompanied by top military and party officials, but there was little doubt who the leader was. Son and successor Kim Jong Un served as head mourner, walking with one hand on the hearse, the other raised in salute, his head bowed against the wind.

State media ? which over the past week have called Kim Jong Un "great successor," "supreme leader" and "sagacious leader" ? made it clear that the family's hold on power would extend to a third generation, declaring the country in the younger Kim's "warm care."

At the end of the procession, Kim Jong Un again walked along with the limousine with his hand cocked in a salute. He stood head-bowed with top officials as rifles fired 21 times, then saluted again as goose-stepping soldiers carrying flags and rifles marched by.

The funeral procession, which began and ended at Kumsusan Memorial Palace, where Kim's body had lain in state and where his father, North Korean founder Kim Il Sung, is preserved, passed by huge crowds of mourners, most of them standing in the snow with their heads bare, many screaming and flailing their arms as soldiers struggled to keep them from spilling onto the road.

"How can the sky not cry?" a weeping soldier standing in the snow said to state TV. "The people ... are all crying tears of blood."

The scenes of grief provide a clue at how effective North Korea has been in building a personality cult around Kim Jong Il even though people have suffered greatly from food shortages and the United Nations and others cite a lack of human rights. The North's neighbors and the United States are also pressing Pyongyang to abandon its nuclear weapons program.

Kim, who led the nation with an iron fist following his father Kim Il Sung's death in 1994, died of a heart attack Dec. 17 at age 69, according to state media.

Even as North Koreans mourned the loss of the second leader the nation has known, the transition of power to Kim Jong Un was under way. The young man, who is in late 20s, is already being hailed by state media as the "supreme leader" of the party, state and army.

Like his father's in 1994, Kim Jong Il's coffin was wrapped in a red flag. A limousine carrying a huge portrait of a smiling Kim led the procession, and soldiers followed the hearse and lined the streets. A national memorial service will take place at noon Thursday, state media said. Foreign diplomats in Pyongyang were told to prepare to attend the service.

Outside observers will be watching Wednesday's footage closely for clues on the makeup of Kim Jong Un's inner circle.

Walking behind him was Jang Song Thaek, Kim Jong Il's brother-in-law and a vice chairman of the powerful National Defense Commission who is expected to play a crucial role in helping Kim Jong Un take power.

Also escorting the limousine were military chief Ri Yong Ho and People's Armed Forces Minster Kim Yong Chun. Their presence indicates they will be important players as the younger Kim consolidates his leadership. Top Workers' Party officials Choe Thae Bok and Kim Ki Nam and senior military officer Kim Jong Gak also were prominent positions, according to Seoul's Unification Ministry.

"It shows they will be core powers in North Korea," said Yoo Ho-yeol, a professor at Korea University in South Korea. "Particularly, Jang Song Thaek and Ri Yong Ho will be key to Kim Jong Un's leadership."

The military presence at the funeral Wednesday also suggests Kim will uphold his father's trademark military-first policy, Yoo said.

After the funeral, the young Kim is expected to cement his power by formally assuming command of the 1.2 million-strong military, and becoming general secretary of the Workers' Party and chairman of the party's Central Military Commission, Yoo said.

Kim Jong Il's two other sons, Kim Jong Nam and Kim Jong Chol, have not been spotted.

Kim Jong Un made his public debut just last year with a promotion to four-star general and an appointment as vice chairman of the Central Military Commission of the ruling Workers' Party.

Earlier, state television also replayed images of missiles being fired and the April 2009 long-range rocket launch that earned North Korea strengthened U.N. sanctions. The U.S., South Korea and other nations called it a test for a missile designed to strike the United States; North Korea said the rocket sent a communications satellite into space.

North Korea's officials have pledged their loyalty to Kim Jong Il's son.

In an essay paying homage to Kim Jong Il on Wednesday, Workers' Party mouthpiece Rodong Sinmun said North Korea under his leadership had been "dignified as a country that manufactured and launched artificial satellites and accessed nukes," referring to the country's nuclear program.

"Thanks to these legacies, we do not worry about the destiny of ourselves and posterity at this time of national mourning," the essay said, carried in English by the Korean Central News Agency.

"Supreme leader of our party and people Kim Jong Un takes warm care of the people left by Kim Jong Il. Every moment of Kim Jong Un's life is replete with loving care and solicitude for the people," the essay said.

Wednesday's procession had a stronger military presence than in 1994.

Kim Jong Il, who ushered in a "military first" era when he took power, celebrated major occasions with lavish, meticulously choreographed parades designed to show off the nation's military might, such as the October 2010 display when he introduced his son to the world.

Sears to close 100 to 120 Kmart, Sears stores

Sears Holdings Corp. plans to close between 100 and 120 Sears and Kmart stores after poor sales during the holidays, the most crucial time of year for retailers.

The closings are the latest and most visible in a long series of moves to try to fix a retailer that has struggled with falling sales and shabby stores.

In an internal memo Tuesday to employees, CEO and President Lou D'Ambrosio said that the retailer had not "generated the results we were seeking during the holiday."

Sears Holdings Corp. said it has yet to determine which stores will close but said it will post on http://www.searsmedia.com when a final list is compiled. Sears would not discuss how many, if any, jobs would be cut.

The company has more than 4,000 stores in the U.S. and Canada. Its stock fell $7.88, or 17 percent, to $37.97 in premarket trading.

The company's revenue at stores open at least a year fell 5.2 percent to date for the quarter at both Sears and Kmart, the company said Tuesday. That includes the critical holiday shopping period.

Sears Holdings said the declining sales, ongoing pressure on profit margins and rising expenses pulled its adjusted earnings lower. The company predicts fourth-quarter adjusted earnings will be less than half the $933 million it reporter for the same quarter last year.

Sears Holdings also anticipates a non-cash charge of $1.6 billion to $1.8 billion in the quarter to write off the value of carried-over tax deductions it now doesn't expect to be profitable enough to use.

Sears said it will no longer prop up "marginally performing" stores in hopes of improving their performance and will now concentrate on cash-generating stores.

"These actions will better enable us to focus our investments on serving our customers," D'Ambrosio said.

The weaker-than-expected performance reflect what analysts say is a deteriorating outlook for the retailer.

The results point to "deepening problems at this struggling chain and renewed worries about Sears survivability," said Gary Balter, an analyst at Credit Suisse. "The extent of the weakness may be larger than expected but the reasons behind it are not. It begins and some would argue ends with Sears' reluctance to invest in stores and service."

The company has seen rival department stores like Macy's Inc. and discounters like Target Corp. continue to steal customers. It's also contending with a stronger Wal-Mart Stores Inc., the world's largest retailer, which has hammered hard its low-price message and brought back services like layaway, which allows financially stressed shoppers to finance their holiday purchases by paying a little at a time.

The tough economy hasn't helped, either. Middle-income shoppers, the company's core customers, have seen their wages fail to keep up with higher costs for household basics like food.

But the big problem, analysts say, is Sears hasn't invested in remodeling, leaving its stores uninviting.

"There's no reason to go to Sears," said New York-based independent retail analyst Brian Sozzi, "It offers a depressing shopping experience and uncompetitive prices."

Sears Holdings Corp., based in Hoffman Estates, Ill., said that the store closings will generate $140 to $170 million in cash from inventory sales. The retailer expects the sale or sublease of real estate holdings to add more cash.

Sears Holdings appeared to stumble early in the holiday season, as it opened its Sears, Roebuck and Co. stores at 4 a.m. on Black Friday, the day after Thanksgiving. Rivals including Best Buy Co., Wal-Mart Stores Inc. and Toys R Us opened as early as Thanksgiving night. Sears stores had opened on Thanksgiving Day in 2010. Kmart has been opening on Thanksgiving for years.

A hint that trouble might be brewing came in mid-December when Sears Holdings unexpectedly announced that 260 of its Sears, Roebuck and Co. locations would stay open until midnight through Dec. 23.

Kmart's 4.4 percent decline in revenue at stores open at least a year was blamed on diminished layaways and a drop in clothing and consumer electronics sales. Part of Kmart's layaway softness likely stemmed from competitive pressure. Wal-Mart had said that its holiday layaway business had been popular. Toys R Us expanded its layaway services to include more items. Kmart's grocery sales climbed during the period.

Sears cited lackluster consumer electronics and home appliance sales for its 6 percent dropoff. Sears' clothing sales were flat. Sales of Lands' End products at Sears stores rose in the mid-single digits.

Sears Holdings said it also plans to lower its fixed costs by $100 million to $200 million and trim its 2012 peak domestic inventory by $300 million from 2011's $10.2 billion at the third quarter's end.

D'Ambrosio acknowledged in his internal memo that criticism over Sears Holdings' performance was likely to come, but that the company was prepared for the days ahead.

"We will bounce back and become stronger than ever," he said.

The morning of the wedding, as I was getting ready with all the girls in the hotel room, we got a knock on the door. It was Dave?s brothers and they had a gift for me that they brought that was from Dave & Dave?s family. Dave?s mom, Lucy, had a cross necklace made for me as a wedding gift; it was a replica of a cross necklace, that she has had in her family for years. It was so special to her to be able to pass this on to the her ?new daughter? as a way to welcome me to their family. It was a gold cross with pearls and a green precious stone in the middle. It was so special to me to be given something so beautiful and something that has such meaning. Unbeknownst to Lucy, I had borrowed a vintage family bracelet and earrings from my grandmother to wear for the wedding. Pearl earrings and a vintage green emerald bracelet. When I paired all three together and put them all on with my dress, the combo of all three was perfect. It meant the world to me to be wearing such beautiful pieces that came from both my family and my new family.

Walking down the aisle with my dad was another one of my favorite moments. My parent?s toast to us was also incredible. Having been married for 35 years, they gave us words of wisdom, advice and told such great stories. Every guest came up to my parents to thank them that night and that meant so much to us.

Once we met with our florist Kim, from Toast Santa Barbara and we chose all of our white flowers (hydrangeas, garden & polo roses, anemones, white veronica, etc. , we realized that we could save a lot of money by providing our own flower containers. We began collecting all of our flower containers? vintage mason jars, vintage milk bottles, small glass jam jars (peeled labels off), french lemonade bottles from Trader Joes, Starbucks Frappuccino bottles (labels off)? literally anything in a glass jar that I found in my kitchen, I examined to see if I could use it as a flower jar?When it all came together on our long banquet tables, I really loved the look of all the different shapes and sizes of the glass bottles as our floral centerpieces. Such an easy way to save some money & create a vintage look for less.

For the ceremony aisle (and along the entire length of the grape pergola) we envisioned hanging mason jars hung with twine filled with white flowers, succulents and greenery next to hanging jars with lit candles. We rented 2 wine barrels to be the focal point at the end of the aisle and covered them with a lush spread of hydrangeas, succulents and candles.

DANCING! Our band and our DJ were INSANE. They played back and forth all night long. The best thing you could ever wish for when throwing a great party, is that the dance floor never be empty. The dance floor was never NOT FULL.

Israel: Beit Shemesh rally called against Jewish extremism

President Shimon Peres has called on Israelis to take a stand against religious extremism, following violence by ultra-Orthodox Jews.

A protest focused on the persecution of women at the hands of ultra-Orthodox believers is due to take place in the city of Beit Shemesh, near Jerusalem, on Tuesday night. It is expected to draw more than 10,000 supporters, according to Haaretz.

The city has seen two days of disturbances as ultra-Orthodox, or Haredi, Jews threw stones and shouted at police and television crews, the paper reported. Their anger was reportedly provoked by a recent TV news report about an 8-year-old American girl, Na'ama Margolese, who said she was too afraid to walk to school because Haredi men shout abuse at her.

Margolese is expected to attend Tuesday's rally, Haaretz said, where she will be joined by activists campaigning against some conservative Jews' efforts to segregate women in public. Some of the Haredim who disagree with extreme members of their community are also expected to take part, according to the BBC.

Hours ahead of the rally, President Peres told Israelis that everyone had a responsibility to join the campaign. Ynet News has this translation:

"Today is a test for our nation to save the majority from the claws of a small minority who gnaws at the foundations of democracy.

NBA coach tries to imitate Chip Kelly's fast-paced offense

They say imitation is the sincerest form of flattery. If that?s the case, then Chip Kelly should consider himself flattered.

The Oregon Ducks football coach has been credited with inspiring many college coaches with his no-huddle offense and up-tempo practices. Even a Super Bowl-winning coach has sung the praises of Oregon?s system.

Now it appears coaches in other sports are also taking notice.

Erik Spoelstra, the coach of the NBA?s Miami Heat, told ESPN he flew his entire coaching staff to Eugene to learn from Kelly. He has now been implementing Kelly?s fast-paced offense on the hardwood with LeBron James, DeWayne Wade and Chris Bosh.

(Spoelstra is originally from Oregon and played basketball for the University of Portland.)

He told ESPN he hatched the idea partially out of lockout-induced boredom.

?The No. 1 thing I was trying to do was learn," Spoelstra said. "I had a lot of time on my hands and I didn't just want to sit there."

Manhattan Scientifics Leads with Magnetic Nano-Particle-Based Early Cancer Detection Technology

Manhattan Scientifics is a company specializing in the technology transition and commercialization of nanomedicine technologies that includes the early detection technology of Flynn.

Flynn has spent a decade for fine tuning his early detection technology that is capable of detecting cancerous tumor much earlier with 100% specificity and without radiation when compared to the current mammogram technologies. The technology utilizes iron oxide nanoparticles, which are bonded to the breast cancer antibodies capable of attaching only with breast cancer cells. A SQUID machine is used to detect the magnetic signal released by the bound nanoparticles. The patented technology allows the technician to detect the cancerous tumor having as low as 100,000 cells, whereas a typical mammogram can detect a tumor only when it is having 100 million cells or more.

The article has also noted that the MD Anderson Cancer Center located in Houston has shown interest as a means of recognition of the early detection capability of Flynn?s technology. The article also pointed out the statement of John Hazle of the MD Anderson Cancer Center. According to the statement, the center inked a pre-clinical assessment study of the magnetic nano-particle technology in August 2011.

Stocks edge higher after mixed economic reports

Stocks edged higher Friday morning after mixed economic reports failed to derail hopes that the economic recovery is strengthening.

Consumer spending and incomes rose a lackluster 0.1 percent in November, the government said. The weak gains suggest that consumers may have trouble sustaining their spending into 2012.

In another worrying sign, a measure of business investment decreased for the second straight month. Business investment has been a pocket of strong demand and spending amid a sluggish recovery. Companies bought more long-lasting manufactured goods, but the result was skewed by strength in the volatile aerospace industry.

Markets have risen this week after a string of reports lifted hopes for economic growth in the fourth quarter ending next week. New claims for unemployment benefits fell last week to the lowest level since April 2008, long before anyone realized the nation was in a recession.

The Dow Jones industrial average rose 45 points, or 0.4 percent, to 12,214 in the first hour of trading. Walt Disney Co. rose 1.3 percent, the most of the 30 stocks in the Dow. The Dow has risen for the past three days.

The Standard & Poor's 500 index rose 4, or 0.3 percent, to 1,257. The S&P is now at roughly breakeven for the year.

The Nasdaq composite index gained 2, or 0.1 percent, to 2,601.

Trading volume was light in the final session before the Christmas holiday. The market will be closed on Monday because Christmas falls on a Sunday this year.

Traders were relieved by news that Congress extended of a payroll tax holiday for workers and emergency unemployment benefits. The programs were set to expire at the end of the year. Letting that happen would have reduced economic growth by about 1 percent, analysts said.

Among the companies making big moves:

? Rambus Inc. jumped 17 percent after the technology licensing company said it reached a patent license deal with Broadcom Corp. and settled a lawsuit with the chip maker.

? TripAdvisor Inc. surged 5.2 percent, the most in the S&P 500, as traders reassessed the value of the newly-spun off travel review website. The stock had fallen sharply since it officially started trading on Wednesday. It recovered some losses on Friday as analysts weighed its rapidly growing revenue and market share.

? Eastman Kodak Co. rose 8 percent to 68 cents after the struggling photography company said its general counsel, Laura Quatela, would become co-president Jan. 1.

Girl Scouts troops disband after chapter says it will allow transgendered 7-year-old

Leaders of three troops of Girl Scouts quit their posts and disbanded the troops after the organization?s Colorado chapter allowed a transgendered 7-year-old to join.

The troop leaders, all affiliated with a Christian school in Louisiana, resigned in protest of the Colorado chapter?s decision to allow participation from any child who identifies as a girl, The Christian Post reported.

Controversy erupted when Felisha Archuleta tried to enroll her son, Bobby Montoya, who identifies as a girl, in a Girl Scouts troop in Denver.

When a local troop leader refused, saying Bobby wasn?t allowed to join because he had ?boy parts,? Archuleta appealed to the leadership of the Colorado chapter, the mother previously told the Daily News.

The organization reviewed the troop leader?s decision and opted to enforce its policy of inclusion for transgendered children, The Christian Post reported.

?If a child identifies as a girl and the child?s family presents her as a girl, Girl Scouts of Colorado welcomes her as a Girl Scout,? the chapter said in a statement.

Rachelle Trujillo, vice president of communication for Girl Scouts of Colorado, added that the troops ?don?t require any proof of gender,? the Christian Post reported.

Archuleta never enrolled Bobby in the Colorado troop, but the troop leaders in Louisiana were furious over the chapter?s ruling.

Susan Bryant-Snure, one of the leaders who resigned, called the decision ?extremely confusing? and said it could create an ?almost dangerous situation? for other children, according to The Christian Post.

?This goes against what we believe,? she said.

Mayor Bloomberg and Livery Drivers Celebrate Historic Agreement on Five-Borough Taxi Plan

Mayor Bloomberg and Taxi and Limousine Commissioner David Yassky today joined with livery drivers and legislative leaders to celebrate the historic agreement to bring legal taxi service to the 7 million New Yorkers who live outside Manhattan?s Central Business District. First announced in January in Mayor Bloomberg?s State of the City speech, the bill will create a new class of livery licenses, which will be able to pick up passengers on the street in Northern Manhattan and outside Manhattan.

The Taxi and Limousine Commission will issue up to 18,000 of these new licenses, 20 percent of which will be wheelchair accessible. The agreement will also generate a billion dollars in revenue for the City through the sale of 2,000 new yellow medallions, all of which will be wheelchair accessible. Mayor Bloomberg made the announcement at Seamen Car Service in Washington Heights and was also joined by Assembly Member Carl Heastie, Assembly Member Karim Camara, Assembly Member Guillermo Linares, Assembly Member Felix Ortiz, Council Member Robert Jackson, Council Member Fernando Cabrera, Livery Base Owners Coalition spokeswoman Cira Angeles and Mayor?s Office for People with Disabilities Acting Commissioner Jason Mischel.

?For the past year, we have been advocating for change that has eluded the City for three decades,? said Mayor Bloomberg. ?Now that we have achieved this historic agreement, millions of New Yorkers who have never been able to get a cab in their neighborhoods will have access to safer and less costly taxi service; thousands of hard-working livery drivers ? many of them immigrants ? will be able to come out of the shadows and into the legal economy; and the City will receive a much-needed billion dollars in revenue.?

?Government can achieve great things when there?s a clear vision and the will to see it through,? said Taxi and Limousine Commissioner David Yassky. ?This plan will provide quality taxi service to borough residents who never enjoyed it before, it represents new transportation options for persons with disabilities, and it will generate jobs. There?s something for everyone.?

?The new agreement improves upon the original proposal which provided car service to the outer boroughs by ensuring transportation access to the disabled as well,? said Assembly Speaker Sheldon Silver. ?Importantly, the bill will bring significant revenue to New York City without raising taxes, which will preserve vital services. Soyuz bound for space station blasts off (AP)

MOSCOW ? A Soyuz spacecraft carrying a Russian, an American and a Dutchman to the International Space Station blasted off flawlessly from Russia's launch facility in Kazakhstan on Wednesday.

Mission commander Oleg Kononenko and his colleagues, American Don Pettit and European Space Agency astronaut Andre Kuipers are to dock with the space station on Friday.

The blastoff from the snowy launchpad in Baikonur, Kazakhstan, took place without a hitch and the spacecraft reached Earth orbit about nine minutes later. Video from inside the craft showed the three crew members gripping each others' hands in celebration as the final stage of the booster rocket separated.

The three aboard the Russian spacecraft will join three others already on the ISS, NASA's Dan Burbank and Russians Anton Shkaplerov and Anatoly Ivanishin. The six are to work together on the station until March.

The launch came amid a period of trouble for Russia's space program, which provides the only way for crew to reach the space station since the United States retired its space shuttle program in July.

The launch of an unmanned supply ship for the space station failed in August and the ship crashed in a Siberian forest. The Soyuz rocket carrying that craft was the same type used to send up Russian manned spacecraft, and the crash prompted officials to postpone the next manned launch while the rockets were examined for flaws. The delayed mission eventually took place on Nov. 14.

Just five days before that launch, Russia sent up its ambitious Phobos-Ground unmanned probe, which was to go to the Phobos moon of Mars, take soil samples and return them to Earth. But engineers lost contact with the ship and were unable to propel it out of Earth orbit and toward Mars. The craft is now expected to fall to Earth in mid-January.

Last December, Russia lost three navigation satellites when a rocket carrying them failed to reach orbit. A military satellite was lost in February, and the launch of the Express-AM4, described by officials as Russia's most powerful telecommunications satellite, went awry in August.
